J. ADDISON SMITH,
CEO, President

Mr. J. Addison Smith founded JAS Pacific, Inc. in 1993 to provide engineering and municipal consulting with an emphasis on customer service. Sixteen years later he still makes it a priority to be personally involved with all clients.

In his role of President and CEO he directs all functions of the firm, and is also the current Project Manager for all Los Angeles County contracts. His extensive industry experience prior to JAS Pacific includes the role of Assistant Director of Community Development/Buildiing Official for the Cities of Reno, Santa Monica and El Monte, and positions with the City of Las Vegas and the City of Adelanto. Mr. Smith majored in Business Administration and Law at the University of La Verne.

Addison oversees the complete operations of the firm as well as providing Quality Control.

FADY MATTAR, PE, CBO,
Vice President of Engineering

Mr. Fady Mattar joined JAS Pacific in 2007, bringing extensive and impressive professional experience. He began his career with the County of Los Angeles DPW in 1969, during this tenure he held such positions as Mechanical Engineer, Chief Plumbing & Mechanical Inspector and Supervising Mechanical Engineer, rising to the position of Assistant Superintendent of Building at the time of retirement. Mr. Mattar continued his career with the City of Long Beach as Superintendent of Building & Safety Mr. Mattar has been honored in many ways with awards and has held several key positions within the California Building Standards Commission, as Vice Chairman, ICC, IAPMO and CALBO among others. Fady oversees all current Plan Review Contracts as well as our staff of Engineers.

JACK LEONARD, PE, CBO,
Vice President of Building & Safety

Mr. Jack Leonard, PE, CBO has been a wonderful addition to the JAS Pacific family since 2007.  Mr. Leonard commenced his career in the private design field over twenty years ago as an assistant engineer and quickly evolved to Design Engineer. He joined the public sector in 1989 with the City of Bakersfield; and has since retired from the City with over sixteen years of service and the title of Building Director. Mr. Leonard is a graduate of California State University of Fresno with a Bachelor of Science in Civil Engineering. Jack oversees all Building & Safety contracts, as well the Building Official, Building Inspection and Code Enforcement staff.

PAUL ARMSTRONG, PE, CBO
Vice President

Mr. Paul Armstrong, PE, CBO joined JAS Pacific in 2010 and will add his twenty one years of experience as Vice President. JAS will benefit from Paul’s broad knowledge and diverse distinctive background. Serving ICC for fourteen years Paul gained a vast knowledge of the Building & Safety codes while managing the Technical Services Division in the Architectural and Engineering Department. Rendering opinions, maintenance of the code development process and plan review services were his main objectives. In addition Paul represented ICC on the international, national and local levels. Paul began his career with the City of Los Angeles as a Structural Engineering Associate and reviewed plans for structural, zoning and architectural code compliance as well as product code compliance to LA City standards. Part of his vast experience was gained from the private sector and Paul comes ready to serve JAS clients with that knowledge. Paul studied at California State University Long Beach and achieved a Bachelor of Science in Engineering. During his career Paul has served on many committees and boards, and continues to be very involved at the local chapter level.

NICOLLE STORMON,
CFO & Executive Vice President

Mrs. Nicolle Stormon is the CFO and Executive Vice President of the firm, she oversees all business and administration functions, including accounting, finance, and risk management, and works directly with clients to manage these project aspects. Prior to joining JAS Pacific, Inc. in 1994 Mrs. Storman worked with a private company offering government engineering services. She majored in Business Administration at Victor Valley College.

Nicolle oversees all financial aspects of the firm as well as risk management.

CHRISTINE TAFOLLA, Regional Manager

Christine’s position as Regional Manager allows her to work in several vital capacities; she is responsible for securing contracts with agencies, assisting in the preparation of proposals and working directly with key clients in the Southern California area. Christine also oversees the Human Resources Division and is acting employee liaison. Christine started with JAS Pacific in 2002 as the Human Resources Analyst, and she holds an Associate of Arts Business degree from Chaffey College. Christine was promoted to Regional Manager in April 2010.

Christine oversees all employee funtions of the firm as well as client satisfaction.

ADD W. SMITH, Business Operations Director

With over forty years of experience in the industry, Mr. Smith offers extensive expertise in the areas of Building & Safety and Plan Review. Before joining JAS Pacific as the Business Operation Director in 1993, his illustrious resume included positions as Major Structures Inspection Supervisor for the City of Los Angeles and Building Official for the City of Adelanto.

Mr. Smith holds a Bachelors of Science Degree in Engineering Geology from the Cal State Northridge, and an Associate of Arts in Business from Pierce College; as well as a Plans Examiner Certification and Building Inspection Certification from ICC.

Add oversees specific clients as acting Building Official for several municipalities as well as acting as an employee liaison.

STEVE IKKANDA, PE
Vice President of Research & Code Development

Mr. Steve Ikkanda has recently joined JAS Pacific, and has accepted the position of Vice President of Research and Code Development. He is a California registered Professional Engineer who has come to JAS Pacific from ICC as a Senior Staff Engineer. Retiring with thirty years Mr. Ikkanda worked with the City of Los Angeles, Department of Building and Safety as the Code Engineer. Steve also served two years on the Board for the ICC Los Angeles Basin. Steve is currently serving as the Chair of the Code Development Committee for the ICC Orange Empire Chapter.

Steve oversees research and code development.
