FADY MATTAR, PE, CBO
President

With over 40 years of public sector experience, Mr. Mattar has thorough knowledge and expertise in all aspects of building services.  As a California licensed mechanical engineer, an ICC certified building official, instructor, and mechanical and plumbing inspector, he has held positions such as Mechanical Engineer, Chief Plumbing and Mechanical Inspector, and Supervising Mechanical Engineer.  Mr. Mattar served as the Assistant Superintendent of Building for the Los Angeles County Department of Public Works from which he retired.  Mr. Mattar’s lengthy public works experience includes expertise in National Pollutant Discharge Elimination System (NPDES), and energy, mechanical, and plumbing reviews.  Mr. Mattar has held several key positions with regulatory agencies and has been recognized by the California Building Standards Commission, ICC, IAPMO, and CALBO, among others, with many honors and awards. Following his retirement from Los Angeles County, Mr. Mattar served as the Superintendent of Building & Safety for the City of Long Beach for five years and currently the President of JAS Pacific.  Additionally, Mr. Mattar has authored multiple ordinances that subsequently were adopted into the Model Code and the State of California Code in recognition of their value.

JACK LEONARD, PE, CBO
Vice President

A civil engineering graduate of California State University at Fresno Mr. Jack Leonard, PE, CBO, career encompass’ decades of experience in the Code Compliance field. After an initial several years in the private design field as a design engineer he transitioned to the public sector with the City of Bakersfield. Benefiting from Mr. Leonard’s comprehension of the building and safety codes and character the City steadily advanced his career; and he completed this period of his professional career as Building Director. Mr. Leonard had a desire to explore the Building & Safety field further and accepted the position of Building and Safety Officer for the City of Santa Monica. Management of this substantial Department included the Code Enforcement Division as well.

Jack is a Vice President of JAS Pacific; his position envelops the Building & Safety Management and Code Enforcement contracts in addition to the staff assigned within this division.

Jack and his wife Leann are proud parents and grandparents of two children and two grandchildren. Weekends will find Jack cheering on the Steelers, paddle-boarding with Leann and spoiling the grandbabies.

PAUL ARMSTRONG, PE, CBO
Vice President

Expansive comprehension and an indisputable grasp of the Building & Safety code is an apt assessment of Mr. Paul Armstrong, PE, CBO, a Civil Engineering graduate of California State University of Long Beach. An ongoing twenty two year career has been dedicated to the advancement of the Building and Safety Industry and took its beginnings in the City of Los Angeles Building and Safety division. Mr. Armstrong cut his teeth in the industry as a Structural Engineering Associate examining plans and calcs for Code Compliance to the City of Los Angeles adopted code and standards. Fourteen years were as well spent with the International Code Council, ICC, managing the Technical Services division; with this post he was tasked with rendering opinions regarding the building code, developing and implementing updated codes and plan review services; in addition Paul represented ICC on the international, national and local levels, and continues to do so from the private sector serving on multiple committees for local Southern California chapters. Teaching is a passion for Paul; he teaches and lectures for CALBO and ICC at the local, state and national levels.

Paul is a Vice President for JAS Pacific, with this position he oversees the Divisions of Marketing and Education.

When not preparing for a seminar or marketing tour Paul and his wife Vauna spend their time with their children and the sports in which they are involved.

LAWRENCE BRUGGER, SE, CBO
Director of Plan Review

Mr. Lawrence Brugger, SE, CBO, experience in the Code Compliance industry is lengthy and he is still contributing. He received his education and degree from Cal Poly Pomona and the City of Los Angeles Planning Department is where Lawrence began his tenure in the industry. For a short period of time he moved to the private sector before returning to the City of Los Angeles in the Building & Safety Department as a Plan Review Engineer. After spending twenty two years with the City of Los Angeles Lawrence then took a position with the City of Long Beach as the Engineering Plan Check Officer for the Planning and Building Department. During his time with the City of Los Angeles he served as President of SEAOSC as well as the Los Angeles Basin Chapter of ICC.

Lawrence is the Director of Plan Review for JAS Pacific. With this position comes the responsibility of complete guidance and oversight of the Plan Review Division and the Plan Review Team.

Lawrence is a family man and along with his wife have two children and one granddaughter; and they enjoy cheering on the Los Angeles Angels.

CHRISTINE CHAMPANY
Regional Manager

Christine Champany in her role as Regional Manager allows her to display her dynamic personality in several vital capacities. Christine began with JAS Pacific as the Human Resources Analyst and propelled her career within the firm through dedication and hard work to the position she now holds. Mrs. Champany has an Associate of Arts Business degree from Chaffey College.

She is responsible for securing contracts with agencies, assisting in the preparation of proposals and working directly with key clients in the Southern California area. Christine also oversees the Human Resources Division and is acting employee liaison.

Christine is married to Matthew and they have one dog, while not working they spend their time with family.
