Stuart Tom, P.E., CBO, President

Stuart Tom joined JAS Pacific as President of the firm in 2017, after spending more than 30 years in the public sector, filling numerous roles within Building and Fire Departments located in Southern California. Over half of his public sector career was spent in a management capacity as either a Building Official or Fire Marshal. Mr. Tom’s managerial expertise includes plan check, field inspection, Building Department Administration, Fire Prevention, Industrial Waste Management, CUPA, and more. He has been a registered engineer in the states of Washington and California for over 25-years, and is very active in code-development of Fire- and Life-Safety Standards in the Building, Residential and Fire Codes at both the national and state levels.

 

Mr. Tom has taught numerous courses throughout California, and he is a recognized expert in various aspects of the Building Code. He is the recipient of numerous awards, notably the Building Official of the Year by the California Building Officials Association in 2006. He was again selected as Building Official of the Year in 2009 by the California Fire Chiefs Association/Fire Prevention Officers. Stuart currently serves in an influential capacity on a number of state-wide committees including the CALBO/CalChiefs Building and Fire Advisory Committee for which he is the current chair. In 2015, Mr. Tom was elected to the International Code Council (ICC) Board of Directors, and in 2016, he was also appointed to the Board of Directors for the International Accreditation Service (IAS).

Fady Mattar, P.E., CBO - Chief Operating Officer
With over 40 years of public sector experience, Mr. Mattar has thorough knowledge and expertise in all aspects of building services.  As a California licensed mechanical engineer, an ICC certified building official, instructor, and mechanical and plumbing inspector, he has held positions such as Mechanical Engineer, Chief Plumbing and Mechanical Inspector, and Supervising Mechanical Engineer.  Mr. Mattar served as the Assistant Superintendent of Building for the Los Angeles County Department of Public Works from which he retired.  Mr. Mattar’s lengthy public works experience includes expertise in National Pollutant Discharge Elimination System (NPDES), and energy, mechanical, and plumbing reviews.  Mr. Mattar has held several key positions with regulatory agencies and has been recognized by the California Building Standards Commission, ICC, IAPMO, and CALBO, among others, with many honors and awards.  Following his retirement from Los Angeles County, Mr. Mattar served as the Superintendent of Building & Safety for the City of Long Beach for five years and currently the President of JAS Pacific.  Additionally, Mr. Mattar has authored multiple ordinances that subsequently were adopted into the Model Code and the State of California Code in recognition of their value.  He also authored the ICBO “Mechanical Code Applications Manual” and several chapters of the IAPMO “Uniform Mechanical Code Illustrated Training Manual.”
Jack Leonard, P.E., CBO - Vice President
Mr. Jack Leonard, PE, CBO joined JAS Pacific in 2007, and oversees marketing and client relations. Mr. Leonard commenced his career in the private design field over twenty years ago as an assistant engineer and quickly evolved to Design Engineer. He joined the public sector in 1989 with the City of Bakersfield; and has since retired from the City with over sixteen years of service and the title of Building Director. Mr. Leonard is a graduate of California State University of Fresno with a Bachelor of Science in Civil Engineering.
Lawrence Brugger, S.E., CBO - Director of Engineering

Over 33 years of experience as a building official, director of case management unit that dealt with larger projects, assistant office manager handling a large field office with plans examiner, inspectors and permit technicians, chief of earthquake safety division for the department of building and safety, code adoption engineer and plans examiner reviewing and analyzing plans, specifications, and calculations for accuracy and compliance with applicable codes with an emphasis in structural, architectural, and accessibility plan review projects. He is experienced in review against the Building Code and the Residential Code. Mr. Brugger has extensive expertise of engineering principles as they relate to design and calculations of loads and forces. He has been responsible for the preparation of comprehensive correction lists for structural, building, accessibility, and fire and life safety for the firm. He provides technical and procedural assistance to architects, engineers, and contractors pertaining to building construction and related activities; interpret and explain requirements of codes, ordinances, and policies.

Darin Whatcott, R.A., CBO - Midwest Regional Manager

Mr. Whatcott has been with JAS Pacific since 2006, and is currently assigned to our Midwest Regional Office, as the Regional Manager; he brings 20 years of Building & Safety experience, along with an industrial architectural degree and including 15 years as a Building Official Administrator. He manages our Midwest region’s client projects, staffing and municipal departments; along with directing our company’s regional offices.  In addition to his managing experience he has worked in several capacities of code plans examining and inspections of large commercial/industrial projects, as well as providing training for staff and municipal personnel. Mr. Whatcott is a member of ICC chapters throughout the Midwest region as various board positions and with past national code representation.
